Would you use these outside and still have clear sound?
Probably, If you have them on your laptop and are sitting in front of them they should be fine. If you raise the volume up a lot you may get a little distortion, but that may be due to the sound track on the video. They are very good for the price, I am glad I bought the speaker.

Why can't get sound when hook it up to a samsung monitor?
Hello! The sound comes from computer (not monitor). Make sure you plug Audio jack to computer's audio output.
