Can this be used for inputting audio from two external mics into the external mic input on a DSLR camera?

No, this Sabrent adapter will not work because it is designed for combining signals from a TRRS mic and TRRS headphones, and all of the connectors are 3.5mm TRRS. To connect two external mics to a DSLR, you will want to use an adapter like the Hosa Technology Stereo Mini (3.5mm) Male to 2 Stereo Mini (3.5mm) Female Y-Cable (B&H # HOYCSMM2SMF) or Kopul 1/8" Stereo Y Cable (B&H # KOHPSSM). For the adapter to work, the mics will either need to be powered by batteries or dynamic (which do not require power). Plug-in power from the camera cannot be transferred through the adapter. As another option, you could use the Kopul CMX-1-V2 Two-Channel Mini Mixer with Shoe Bracket 9B&H # KOCMX1V2). If your mics do require plug-in power, you may want to consider a two-channel camera mixer like the Comica Audio CVM-AX3 Dual-Channel Audio Mixer for DSLRs (B&H # COCVMAX3) which can also be used with XLR mics that require phantom power and it can be used to connect nearly any combination of two microphones to the 3.5mm audio input on a DSLR.

After splitting, wouldn't it allow to connect like simple TRS, instead of TRRS for headphones on one side, and TS for a microphone input???

You can use this adapter with any smartphone or tablet that has a 3.5mm TRRS connector on it. You can use an adapter with an iPhone that has a USB-C connector or Lightning connector.
