Would this not work well with a lighter set up? ...
Would this not work well with a lighter set up? Say 12-16lbs. I often use the Minimax, but sometimes have heavier setups.
This is designed to work with setups between 24 to 28.5 pounds. It will not work with a lighter setup.

Is the vest one size fits all?
The adjustment belt is quite flexible. Maybe if it has to fit a specially large size, e.g. with very heavy winter coats, it is limiting.
