The black Maglite XL50 LED Flashlight is a sturdy pocket flashlight that uses MAG-LED technology for high brightness and low power consumption. This flashlight offers three settings, accessible via a single pushbutton on the tailcap. One click turns on the light to the high 200 lumen output, two clicks switches to 25% power mode, three clicks activates the emergency safety strobe. A twist top makes it easy to adjust the LED beam from spot to flood. Power is supplied via three included AAA batteries which last for 6.75 hours in high mode and 25 hours in low. This light is designed for durability with a machined aluminum case and a corrosion resistant black anodized finish. The light comes ready to use with batteries in clamshell packaging.

Unlikely that the problem in with the LED. Probably trouble with the circuit board or battery. If it is the battery the solution is easy. If it is the circuit board only the mfg can help you.

Why does it say 200 Lumens on the packaging but its way less in the product description?

I believe that the older version of this flashlight had fewer lumens. The current version, which B&H sells, has higher lumens. I hope this helps. P.S. This is a great flashlight. I am very happy with it.

The product description on this says 139 lumen output yet the package in the photos shows that this is supposed to be 200 lumens'. The Maglite website confirms the latest version of the XL50 does, in fact, produce 200 lumens. Older versions were 139 lumens. So which one are you really selling? I am only interested in the 200 lumen version.
